* add missing `setuptools` package pointer * add `version` to legacy_data pull (to emulate old behavior) * fix public number generator move * update dependencies to remove CVEs * format w/ black **NOTE** There appears to be an error in the `encrypted_data.json` file, since the tests that call it are failing. This does not appear to be a fault of the python library, since the encryption values are differing. A follow up issue will be filed to try to address this issue.
