This PR adds an Oxlint setup flow to Oxc DevTools when Oxlint is not installed.

Looks nice! Should we have a confirm dialog to

1. Explain what's going to happen, with a link to the oxlint migrate page
2. Explain the limitation and it might not function equally as ESLint after migration
3. Warn if the git status is dirty

The confirm dialog has been added, along with several UX improvements:

• When Oxlint is not installed, the landing page now consistently displays Setup Oxlint.

• The dialog also includes an optional Migrate from ESLint checkbox when an ESLint configuration file is detected, allowing users to opt into the migration manually.
