docs: publish master website under next

• publish the master website build to gh-pages/next using the /math.gl/next/ base URL
• keep the latest release branch publishing at /math.gl/ and preserve the next directory during release deploys
• serialize gh-pages deploys and allow manual workflow runs

• parsed the updated workflow YAML
• verified the default and next Docusaurus base URLs
• ran WEBSITE_BASE_URL=/math.gl/next/ yarn workspace project-website build successfully
• confirmed generated asset and navigation URLs use the /math.gl/next/ prefix
