Two install fixes and no new tool, so a patch. `make install` no longer fails on a system without a shadow group -- Fedora, Arch, a packager's chroot -- and chage can now read a user's own aging line, the one thing it lets a user do. Both matter to the Arch package, which builds from these tarballs with `make install`. Also ships `make verify-release`.

make installno longer fails on a system without ashadowgroup: Fedora, Arch, or a packager's chroot (install: cope with a system that has no shadow group #309, reported by the Arch packager in Makefile: shadow group does not exist on some system #306).chage -lnow works for a user on their own account, the one mode the tool allows them (chage: let a user read their own aging line #310).make verify-release TAG=<version>runs a release's three archives the way a user will (tests: run a release's archives before trusting them #304).Version to 0.5.1 across the workspace and the lockfile; the Unreleased section becomes 0.5.1, dated today. No documentation changes beyond those already merged with the fixes.
After merge: tag
0.5.1, thenmake verify-release TAG=0.5.1before anything is announced, and a note on #306 for the packager.
