Calico master added CEL validation rules to the IPPool CRD that a Kubernetes 1.31 API server rejects as too expensive, so FV fails during cluster setup. Kubernetes 1.32 fixed the cost estimation for the CIDR CEL functions, so this moves the kind cluster to v1.35.5, the same version calico tests against. The kubectl client was pinned at v1.30.5 and now follows the kind node version.
