What is the purpose of this pull request?

This pull request:

• Adds the @stdlib/math/base/special/ceil10f package for rounding a single-precision floating-point number to the nearest power of 10 toward positive infinity.
• Implements native C-bindings mimicking the float32 architecture and standards of ceilf.
• Includes full test coverage, TypeScript typings, comprehensive documentation, and examples.
