Running the .NET Framework integration tests locally (not CI since we don't use the library there) is broken in 4.12. Also add .dockerignore since the image was including 200MB of stuff under bin/.

Running the .NET Framework integration tests locally (not CI since we don't use the library there) is broken in 4.12. It will be fixed in whichever version picks up testcontainers/Docker.DotNet#118.
Also add .dockerignore since the image was including 200MB of stuff under bin/.
