fix(css-map): restore the Spotify 1.2.94 panel seam hook

Restore the semantic panel-seam hook used by Flow on Spotify 1.2.94.583. The stock stylesheet identifies the overlay as a non-interactive three-column grid whose children draw black backgrounds.

The original local change also mapped a shared visibility class to seamVisible. That mapping is excluded because its element role is unproved. META records the static evidence and regenerated index hashes cover both changed files.

Validation: 22 repository tests, index consistency, exposure validation, and an exact stock-selector rewrite check pass.
