i18n: personal dashboards and env notice - #9782

The personal-files feature and the environment-variables notice in the edit layout still rendered hardcoded English. Move all 26 strings into the en/es catalogs so they follow the selected locale like the rest of the UI.

Found these still hardcoded while using the app. Moved them into the en/es catalogs.
The i18n guard doesn't flag them today because those files don't import the message namespace yet, so this pulls them into its scope too.
