Low contrast on primary buttons (black text on green) in GitHub Dark High Contrast theme

Description

Any Primary action buttons have very low contrast (black text on saturated green) when using the github dark high contrast theme, making it hard to read from a distance, and defeating the point of a high contrast theme.

Suggested Fixes:

In other themes, e.g. Github Dark, the text inside the green button is instead made White, similar to Github's actual web experience in dark high contrast.

Steps to reproduce

1. Open VSC with no files open.
2. Choose the github dark high contrast theme
3. Look at the Green buttons on the explorer, source control, and run and debug tabs, these will be difficult to read.
