Bring the Foundation record back to what is true - #103

Docs/dotnet-foundation.md is the file the Foundation application links as "kept current so these claims stay checkable". It had not been touched since the day the application was filed, 1 August: - it described version 0.2.1 and a desktop that ships only as a .zip - it counted 88 commits (there are 245) - it said a reported false positive is the only signal the project ever receives that a rule is wrong, which stopped being true when the calibration corpus began publishing a measured rate: 2 of 296 texts written before 2022, at the recommended threshold Updated, with the figures dated to this review rather than presented as live. Also added: the Word task pane among the hosts, the installer beside the zip, and why the code-signing ask cannot be routed elsewhere -- Azure Artifact Signing refuses sponsored subscriptions and limits individual validation to the US and Canada, and SmartScreen reputation accrues with downloads either way. The one unmet criterion is unchanged: nothing is signed. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_015PEbbiYSNPw7jE3LrPNhyF

Docs/dotnet-foundation.mdis the file the .NET Foundation application (dotnet-foundation/projects#545) links as "kept current so these claims stay checkable". It had not been touched since the day the application was filed, 1 August. What it said that is no longer true:
.zip— it is 0.8.1, with a per-user installer beside the zippublished-calibration.json, not retyped)Updated, with the figures dated to this review rather than presented as live, so the next time they drift the document is old rather than wrong.
Also added: the Word task pane among the hosts, and why the code-signing ask cannot be routed elsewhere — Azure Artifact Signing refuses sponsored subscriptions and limits individual identity validation to the US and Canada, and SmartScreen reputation accrues with download history either way (Artifact Signing FAQ).
The one unmet criterion is unchanged: nothing this project ships is signed.
