The .github/buildomat/config.toml file needs to be present on the main branch of a repository for buildomat to run.

Actual CI will come in a subsequent PR where we cat get it into passing shape before merging to main.

This bit is for allowing the oxide renovate bot to run buildomat CI jobs. For when renovate eventually gets plumbed.

The stream-head default (STRHIGH, 5120 bytes, unchanged since System V
STREAMS) holds zero complete frames at the fabric's 9000-byte MTU, and
dld never raises it, so softnpu ingress silently tail-drops burst
tails and every TCP flow collapses into RTO recovery. Launch patches
every live dld stream to 4 MiB via a kmem-cache walk in mdb; the same
fabric then moves >100 MB/s. Best effort, testbed-only: remove when
dld itself sets SO_HIWAT for raw/promisc streams.
Refactor comments for clarity and conciseness.
Widen DLPI stream-head queues at launch (STRHIGH workaround) with --turbo launch flag
