Apply Suchir's review feedback on the Persona IDV integration guide

Point to Persona's own OIN setup article instead of a duplicate link,
and correct the create/response examples: add the missing issuer
endpoint and idvMetadata.configUrl, remove policy.accountLink from the
response (Persona/Okta don't return it), and restore the
inquiryTemplateId step/field that still applies to the OIN integration.

Remove accountLink from the Persona create request example too

The IdP policy support table in the spec confirms accountLink isn't a
real setting for IDV vendors at all, not just absent from responses -
so it shouldn't be in the create request either.

Remove inquiryTemplateId refs, fix type casing, use confirmed URLs

Scott Bermon confirmed (Slack thread, 9/16) that Template Id
references don't apply to the new Persona integration - remove the
copy-the-ID step and the inquiryTemplateId field from both the
request and response. Also corrects the type value casing to
IDV_INTEGRATOR-7184229_PERSONAIDV_1 (confirmed via Suchir's live test,
matches the API spec fix) and replaces the remaining bracket
placeholders (endpoint URLs, terms/privacy/config URLs, vendor display
name) with his real confirmed values.

Restore accountLink to the create request example

Missed when accountLink was removed from both request and response
earlier. It's request-only for every IDV type (CLEAR, Incode, Custom
IDV) - none of their responses echo it back, matching the policies.yaml
support table showing account link actions as not applicable to the
IDV family. The API spec's CreatePersonaOinIDVRequest already has it
per Suchir's CLEAR-parity instruction; this guide's request example
was missing it.
