Justfile syntax highlighting not working when justfile is not in the working directory

Description

When editing a justfile in the current directory, syntax highlighting works fine.
Otherwise, there is no syntax highlighting.

Works:
micro justfile

Doesn't Work:
micro ../justfile
micro /justfile

Environment

• Version: 2.0.15
• OS: Arch Linux
• Terminal: Kitty

I believe this would be fixed if #3018 was merged. It appears that the regex mistakenly has a ^ at the beginning forcing the beginning of the path for a match.
