What changed
charts/substrate/templates/atenet-router.yaml: added accessLog.otlp next to the tracing policy, under the same otel.endpoint gate, with no fields. The canonical key is accessLog.
charts/substrate/README.md: the otel.endpoint row now mentions the router access log.
manifests/ate-install/kind/otel-collector.yaml: added a logs pipeline to the debug exporter. Without it the collector rejects the export.
