Шага сборки TS в проекте нет: tsconfig стоит на noEmit, node 26 исполняет исходники сам. Слово build в имени джобы и в заголовке AGENTS.md намекало на обратное, поэтому джоба переименована в check, а комментарий про concurrency говорит про прогоны, а не про сборки.
