… prepared The ratification-record section gains a dated preparation note: the decision's evidence bar (scoreboard v0 design + corpus enumeration) is met and validated — the sealed instrument and closed 14-row corpus are on main, scoreboard check passes both entry-point acceptance preflights (no rasterization; chassis render success stays deliberately unestablished until the first authorized run) — and the prepared GO text goes to the registry issue for the owner to adopt, amend, or decline. The note prepares; it does not ratify. active_rule() stays None and nothing is scored.

Adds the dated preparation note to flip-rule.md's ratification-record section: the evidence bar (scoreboard v0 design + corpus enumeration) is met and validated, chassis render success is stated as deliberately unestablished until the first authorized run, and the prepared GO text is posted on #49 for the owner to adopt, amend, or decline. Docs-only; the seal is untouched; nothing is scored. Adversarially verified by a law judge and a refuter — their corrections (a coverage misattribution to #75, acceptance-vs-renderable precision, identity alignment with the in-tree template) are folded in.
