Remove the obsolete workflow that sends
master-branch-updatedevents to Meta. Meta submodule updates are being moved to a weekly scheduled workflow, so push-triggered notifications are no longer needed.Each removed workflow contains only the Meta dispatch job. Validation confirmed the diff contains only these deletions, with no product gitlink changes;
