DRU-491 - Align issue list cells on one baseline

Summary

• Linked Identifier/Title cells used a 32px .dui-link hit target with a 20px line-height; Priority/Assignee sat on the table's 20px line and looked lower.
• Table body cells and table links now share a 32px line-height so one row has one baseline.

Test plan

• Open Software Factory → Issues. In a Todo (or any) section, Identifier, Title, Priority, and Assignee sit on one baseline.
• A long title still ellipsizes in the Title column.
• Other dui-table pages with mixed linked/plain cells still look even.
