Summary

Add homebrew-tap to safe-settings management. This is the only active
public repository in the complytime org not covered by safe-settings.

Context

homebrew-tap is a Homebrew formula tap created Jul 14, 2026. Currently
contains only a LICENSE file with no branch protection or rulesets.
Classified as a code repository since it will receive formula definitions
as the project matures.

After merging, run the safe-settings sync workflow to apply the baseline
protections.

Add homebrew-tap to safe-settings management:
- deployment-settings.yml: include in managed repos allowlist
- suborgs/code-repos.yml: classify as code repository
- settings.yml: add to code repos ruleset conditions

homebrew-tap is a public repo with no branch protection or
rulesets. Adding it ensures it receives the same baseline
protections as other code repositories.
