Add homebrew-tap to safe-settings management: - deployment-settings.yml: include in managed repos allowlist - suborgs/code-repos.yml: classify as code repository - settings.yml: add to code repos ruleset conditions homebrew-tap is a public repo with no branch protection or rulesets.
