Routine refresh of the Go module and Bazel toolchain dependencies so the project stays on current, supported upstreams and picks up their fixes. Moving Kubernetes to 0.36 and controller-runtime to 0.24 requires go 1.26, which also advances the Bazel-managed Go SDK to 1.26.4. cel-go 0.29 removes cel.Declarations, so the alert expression environment is ported to the cel.Variable API.
