Hosts where useradd already allocated the default 100000:65536 kept their poisoned image store, so sudo stayed broken in the build images. Ticket: CFE-90 Changelog: none

Gating the storage remap on having edited
/etc/subuidmade it a no-op on hosts whereuseraddalready allocated the default100000:65536, so their images stayed broken andsudostill failed in the docs build image.
