This PR bumps the Android Gradle Plugin from 9.2.1 to 9.3.1 in gradle/libs.versions.toml and regenerates buildscript-gradle.lockfile to match. The lock file changes are consistent with the manifest bump: all com.android.* classpath artifacts move to 9.3.1/32.3.1, with transitive bumps to Guava (33.3.1 → 33.4.0) and Error Prone annotations (2.28.0 → 2.36.0). No stale 9.2.1 references remain anywhere in the build configuration, the other two lock files (gradle.lockfile, settings-gradle.lockfile) contain no AGP artifacts and correctly need no changes, and the Gradle wrapper (9.6.1) already satisfies AGP 9.3's minimum.
