Upgrade Hardhat to V3

Hardhat V3 has breaking changes and is not compatible with V2 so this guide must be followed to migrate: https://hardhat.org/migrate-from-hardhat2

The fact that its ESM only is a bit sad. The migration will be painful and may not be worth it (at least for the short term).
