Approving. Transitive via gatsby -> react-dev-utils -> shell-quote, and only exercised by react-dev-utils' launchEditor in the gatsby develop error overlay — dev-only, never in gatsby build or the shipped output. 1.9.0 brings the linear-time parse() ReDoS fix (GHSA-395f-4hp3-45gv); 1.10.0's parse changes (nested ${}, single-quote backslash) don't touch how launchEditor uses it. Net-positive, safe.
