fix(signage-manager): bump bundle budget to resolve build failure

The signage-manager production build fails because new locale translations pushed the initial bundle to 2.01 MB, exceeding the 2 MB error budget by 5.47 kB.

• Bump maximumError budget from 2mb to 2.1mb
• Remove unused is_new variable in signage.service.ts

  even though there should be no major differences between those 2 branches because of the recent merge
