Configure Homebrew tap publishing

Summary

• configure cargo-dist to publish Pulse.rb to PieceOfFall/homebrew-tap
• regenerate the GitHub Release workflow with the Homebrew publish job
• add package homepage and description metadata for the generated formula

Why

Pulse releases already contain a Homebrew formula, but it is not published to a tap, so brew install Pulse cannot resolve the package.

• dist plan
• git diff --check
• verified HOMEBREW_TAP_TOKEN exists in the Pulse Actions secrets
• verified PieceOfFall/homebrew-tap is public and initialized
• GitNexus staged-change analysis: low risk, 0 changed symbols, 0 affected execution flows

Impact

The next stable version tag will publish the generated formula to the tap. This change does not modify broker runtime code.
