It should probably go under https://github.com/ros2/ros2_documentation/tree/jazzy/source/Tutorials/Beginner-Client-Libraries

But some reviewers may decide it's more appropriate for https://github.com/ros2/ros2_documentation/tree/jazzy/source/How-To-Guides

Either way, we should get the initial content up for review to get the ball rolling - the writing wouldn't be wasted work.
