This is basically just an upgrade of stubgen-pyx to 0.2.19.
Notably, the Windows-specific bugs that
toolshed/run_stubgen_pyx.pywas working around are now fixed upstream, so that helper script is entirely removed.A few minor changes were made to workaround shortcomings in the new release, and one mypy check over
_dlpack.pyxis suppressed to workaround this issue: jon-edward/stubgen-pyx#60. We can come back to that and stop suppressing the issue after a future release of stubgen-pyx.
