Summary

Backport the merged ZBS heartbeat-volume fix from zstack!9851 to 5.4.12. Ensure heartbeat volume creation completes before KVM host-storage checks.

5.4.12 adaptations

• Use HeartbeatVolumeTO, matching the target PrimaryStorageNodeSvc API.
• Use the target operr(ErrorCode cause, String format, Object...) overload.
• Adapt the regression assertion to the target fixture's configured lpool1.

Testing
