Add MetaX (MACA) softmax and quickgelu operator implementations and register them, add a MetaX runtime tweak, and fix nvidia quickgelu kernel include order / infiniccl static fPIC build flags. Needed to run ERNIE-4.5-VL end-to-end on MetaX C500 and NVIDIA. Signed-off-by: sunteng <steng2009@163.com>
