This release covers harness customization — how you configure the coding agent itself: commands, skills, hooks, subagents, review loops, and the repo-level standards an agent must respect. That surface is stable and has been running in production for months.
Cost-audit tooling lives in a separate repo, claude-code-audit — it reads your local transcripts and reports where the spend went and what to change. It is a Python CLI rather than documentation, which is why it is not here.

Short records of configuration decisions that are non-obvious enough to be re-litigated later, and the evidence behind them. Currently:
