Add option to CodeChecker parse into the HTML format

Describe the task

Users want to use the HTML format of the CodeChecker parse command.

Scope

• Document the HTML parse result in the docs.
• Make per_file produce HTML parse files too.

Definition of Done

• Users can easily obtain HTML parse results.

Could you please explain this ticket?

I think use-case description is missing here.
Abstractly, nobody prevents us from running CodeChecker parse -e html but seems it is not related to Bazel.
Besides, codechecker rules produce HTML reports and they are available in bazel-bin/.../NAME.codechecker-files/report/

Then I guess making the same true for the per_file rule, and documenting it in docs/ is sufficient.
