Emit a error if older than 6.25.0 CodeChecker is used with --ctu

Describe the task

We needed a CodeChecker side patch to fix --ctu analysis with this bazel ruleset, that landed in 6.25.0. While older CodeChecker versions might work with these rules, --ctu definitely won't.

Scope

• Throw an error, when both an older CC version is used and with --ctu.

• Implemented an error, when both an older CC version is used and with --ctu.
