Expand use of S3 history archive mirrors beyond parallel catchup v2

#326 added support for using S3 based history archive mirrors in parallel catchup v2. We should expand this functionality to cover other missions that fetch from history archives. See [this comment](https://github.com/stellar/supercluster/pull/326#issuecomment-3403801417) and replies for more info.
