In the case where we have a 3rd-party program using taskgraph (e.g. InVEST, from within a docker container), it would be really nice to not have to modify the InVEST source code to be able to set the reporting interval. I propose that we allow the reporting interval to be set via environment variable, but that a python-provided reporting interval takes precedence.
