Fix github workflow

After upgrading maven.yml to latest actions and new way to bring a Java environment, now Maven is not finding io.interlockledger.tags.
Nee to setup repo on GitHub and direct Maven to look there. Will need to fix workflow on io.interlockledger.tags repo too
