How to create translations into other languages?

I'd like to translate the questions in the app into German, so is there a way to provide a language file for the app, possibly chose the language in some kind of settings screen or so?
The translation is finished, but what to do with the translated text file in order to change the language of the app? I'm sure other language translations might be both contributed and appreciated by others as well.
