Workbook Connect is a Windows Excel add-in built by Plainsight BV. It connects to a table in Fabric SQL Database, Fabric Warehouse, Databricks SQL Warehouse, SQL Server, or Azure SQL, loads the rows into a worksheet, and writes changes back as generated INSERT/UPDATE/DELETE statements, with optimistic concurrency, foreign-key lookups as Excel dropdowns, column-type enforcement, and authored per-column validation rules. It creates nothing server-side and honours the signed-in login's database permissions.

Why it meets the criteria:

  1. Directly useful to Fabric development: Fabric SQL Database and Fabric Warehouse are supported targets, and the typical job is maintaining master data, mappings, and budget tables that feed Fabric models.
  2. Publicly accessible: free download from the site, no NDA or private agreement.
  3. It is a tool (a desktop add-in), not learning material.

A note on type: I picked extension because it runs inside Excel rather than as a standalone application, but desktop-app may suit your taxonomy better. Either is fine by me.
