Toolbar Mode general issues

Describe the bug
There are only two properly working toolbar modes: 'Toolbar keys and suggestions' and 'Hidden', other two have serious issues about their logic and overall behavior. Screenshots attached.

To Reproduce
Change Toolbar Mode setting to 'Suggestions only' or 'Toolbar keys only'

Expected behavior
'Suggestions only' shouldn't have pinned keys in the toolbar, unless it was aware desicion to make so, then I have no questions to this one.
Though, when choosing 'Toolbar keys only' it shows only empty space with no pinned keys nor regular keys.
'Toolbar keys only' should have pinned keys with auto span (same as regular keys, for consistency)

but noted both mentioned toolbar mode not working as intended

as an workaround for now you can recreate the same features with turning off suggestions and pinning required keys or turning on suggestions with no pinned keys
