Missing computable value of stated codesytem

The formatCode valueset currently includes the CodeSystem of http://dicom.nema.org/resources/ontology/DCMUID -

- but the valueset cannot be expanded (also stated in the IG - https://build.fhir.org/ig/IHE/FormatCode/ValueSet-formatcode.html#expansion ) and hence - is hard to use.

FYI - I've made a temporary suggested fix for it for now in #43 @bvdh

The CodeSystem is indeed the suggested fix for this. The IG it is on is a DICOM IG that will be published by DICOM (maintained by DICOM WG 20 / HL7 II). We are working on the final details and plan to publish it in September this year.
