Support for Devart

Hi,
Would you be interested in merging support for Devart (EF Core MySQL driver)?

I have it implemented here: aviationexam/EntityFramework.Exceptions#2
A slight issue is that using it requires a license, which matters in tests (it is not required at build time). At the same time, the integration is quite straightforward and does not differ from other MySQL providers.

In the code mentioned, a license key is required. But it can be easily skipped if we move xunit from v2 to v3. I can also create a PR if you like.

How does moving to xUnit V3 skip the license requirement?

It does not skip it, but it brings Assert.Skip(), which can be invoked when no license is provided
